Remember that you're fairly high ranking officers and that if no one higher rank than you is on, you're in charge of directing forces.

1) It doesn't help he's in Australia. That means 12 hour difference (close to that) between his clock and NG's clock. So he's usually on pretty late in regards to NG time.
