Yes, it is. I get paid for doing my rounds, but the guy keeps me there for an hour and a bit cleaning up, doing counter work and stacking papers. The lounge is for anything you have accomplished such as EXP, level ups, b/p rank ups, whistle level ups, certain number of posts, reviews and so on.

As far as i know this is a place where people can tell others when they level up or reach some feat... This is the only place to my knowledge where you can do this with out breaking the rules...
