OK, so this is what I've got so far. Needs a lot more work, blehh.
WHY AN AUDIO FORUM?
Newgrounds first opened the Audio Portal in 2003, and since then it has become an extremely popular part of the site, with around 10 new artists signing up to submit loops every day, and several hundred submissions from users each week. Since there was no formal place for musicians to discuss their art, liljim created the Audio Forum in April 2005.
The forum is a place where musicians from numerous different backgrounds can share their wisdom with other audio artists and users new to music. The emphasis is firmly on the creation of music, rather than listening and appreciation (of popular music - threads relating to 'Your favourite song/band/guitar solo" will probably be deleted). Other than that, we ask you to abide by the standard BBS Rules, and remind you that discussion of software piracy in particular is forbidden on the NG forums.
Please also remember that the Audio Portal exists primarily as a resource for NG's Flash artists. It's OK to showcase your talent to an audience through Newgrounds, but if you can create killer 30-second loops, then you'll probably stand a better chance of your music being used in a Flash movie than if you submit full songs - purely for filesize reasons.

The list sounds smashing Devish. For the tuorials and help section, will there possibly be an additonal topic for other programs such as Cakewalk, Reason, etc. or will the rest fit into one "large" topic? I know Fruity Loops is the most popular but theres got to be more. :-)
WIll you still include an topic on music theory? Also, anyword on a possible "Fav. Audio Author" ," Fav. Audio" section for the profiles? ;-)

I'm going to make a tutorials resource list. To start off with, it'll probably be mostly links to other sites on the web, but once people start writing tuts for programmes, they'll be linked from the resource list. Eventually, hopefully, we'll have enough tuts on NG for me to recreate the resource topic with the emphasis more on NG tuts and less on off-site ones... but that's going to take a while. I'm going to spend some time today googling for tutorials for the primary programs (FL, Reason, Cubase, Cakewalk, SoundForge, ACID, etc)

Hmmm. Problem is, there are so many different ways to 'record'... from my kind of setup (mics into hardware mixer into PC) to numerous different PC programs, which all have different interfaces.
I am kind of waiting on getting some tutorials and tutorial links together soon, covering as many different softwares and techniques as possible, from basic recording to advanced mastering.
Dum de dum, so after an absence creating my latest Flash (released Monday), I'd like to get this thing sorted out soonish. Anybody have any ideas or links that they think should be added to the list?

Or like how do you win weekly song and stuff and how it works.
Under "tutorials and help" there is a link titled "Audio tutorials." This seems a bit too general. You should add " - Music Theory, Mixing & Recording Tutorials, etc." or something. I was about to suggest adding some mixing information before looking into the links you provided.
