The age-requirement change on PMs seems useful too, though unfortunate there too that image support's getting paywalled, and I wonder if the limitation will really limit the abuse. I mean there are plenty of image-hosting websites out there, and I assume you'll still be able to send links...

If the minor is a paid Supporter, they would still be able to send an image to an adult account and if the adult is a Supporter they could reply with an image. There is still risk there but the Supporter status adds more accountability and a barrier that greatly reduces the potential for abuse.

minor account - minor account

the minor account sends an image via PM to the minor account, does this apply?

A minor account won't be able to message another minor account unless they are friends / follows, at which point they could message each other and if they are supporters, could send images.

adult account - adult account

the adult account sends an image via PM to the adult account, does this apply?

If the adult is a Supporter they can send images in PMs to other adults.

This month we raised the minimum sign-up age to 14 and we intend to gradually raise it this year until we settle on 16 as the minimum age.

The next round of updates will make it so you can't PM a minor account unless they follow you, message you first, or are friends with you. This is also in line with UK regulatory guidance but also for the best overall. If you never noticed, there is already a flag button in each PM you receive, if you ever get something creepy.
