Would it be used once and discarded or be kept in an database?
We would use a third party verification service and those services aren't supposed to retain any of the records in these cases. So NG would never see your ID (we just get a Yes or No from the service) and as long as the third party service isn't lying, the ID info wouldn't be retained.

That is the problem, what service can we trust to handle the picture of our ID (where our personal information, such as full name, Street address, State, and Birthday are visible)? Because if they're actually collecting them for data purposes (and advertisement/data broker, let's get fucking real) and they get data breached, we're fucked.
It is not the same as just handing over your ID to a real person, you hand over your digital photo of your ID to these online companies (that do ID verification) and if that company does collect them (i.e not deleting them after they confirmed you're adult) and gets hacked, those images are now under some hacker and those images will duplicate into thousands in seconds (sharing with their friends > they download that image of your ID > They Repost it to their friend, Repeat), and a few hours later, they probably gonna sell them as counterfeit ID. We're looking at a huge increase in the Black Market in history (and worst case: eventually, some teens are gonna find their way to grab those counterfeit IDs so they can use it to bypass verification. It is very Unlikely but you never know)
I do support the idea that people under 18 shouldn't have access to adult content nor should they see some fuck up content (I witness goatse on DeviantArt back in 2017, never been the same since) but people will always find a loophole around this. It is not a bulletproof plan (at same time however, I don't think there is other way).
