The way I differentiate them: stolen is a 100% rip of someone else’s work. I use Music for mashups, forbidden programs, or a remix of work not originating on NG.
Music flag for me is a less harsh flag. I’ve seen a few recently from submitters who made 100% of the content in a program but didn’t know that the program was now against the rules.

Please specify something in your reports. Sometimes we get trolls who leave blank flags, and if we don't recognize a source (after all we can't know every song), we might clear your flag and move on. You might not necessarily be penalized, depending on, but it pays to be specific, even if it's just naming the song.
Stolen flag is for songs authored by someone other than the poster. Music can be anything from rights management to disallowed programs like MMJ, as mentioned earlier. As long as you post a source or explain your report, the flags all go to the same mods, so it's not really a huge deal if you accidentally tick the wrong category.

Clearing out some backlog (not posting, too time intensive, sorry friends). I've flagged a few things MUSIC for use of LoopLabs. In the interest of saving myself some time while flagging, I'll blanket my reasons:
1) Stock Loops rule.
2) (ToS point 1) [...] The Service, the Looplabs Tracks and the Combined Tracks are intended for your personal, non-commercial use.
3) (ToS point 5) [...] User owns anything they contribute, but LoopLab gets exclusive rights. (summed up legalese)

It wasn’t specifically added which is what prompted my public justification. Basically any user that writes a “made using X” is cueing me to read the ToS for it. Free programs always have a catch.
I had noticed two submission from same user, but this is the first I’ve heard of LoopLabs. If it becomes a trend I’ll push it to AP suggestions thread.

MAGIX stuff is already on the list. I don't know how Apple handles licensing through GarageBand, but it does allow sharing directly to Youtube/Facebook etc. I also know Apple's legalese would be a nightmare to read...

Imo GarageBand doesn't belong on the banned list, it has stock loops (like many music programs) but it's much more of a a 'legitimate' DAW option compared to something like MAGIX.
