While I am absolutely certain that your diligence is greatly appreciated, the chances that you found The Who's (or any other artist's) "secret Newgrounds account" are pretty much nil. And we have no responsibility to prove without the shadow of a doubt that they are not innocent. Submissions to not get deleted, they get un-published. If it was an honest mistake by both you and the Moderator who looked into the case, an artist can clear out the misunderstanding - if they care.
If something sounds like it was composed by a skilled musician, professionally recorded in a studio, and maybe even has lyrics... But the presentation looks as if they had invested less than two minutes into it... Then it is "almost certainly" stolen (or otherwise plagiarized with a "no effort"-method).
Try to picture a legitimate artist who chose to "take the result of endless hours of hard work, just toss it on NG with a presentation that looks like ass, and then never log in again to upload more of their work". And of course they do not promote their activity elsewhere or express themselves creatively on their NG-profile - as an artist!
It just doesn't make any sense...
