A genre is defined by it's core elements, and it just so happens that the core elements of nu-metal really just aren't metal. They are hard rock and hardcore, and if there is anything metal in the music, it's generally more in the drumming then anything else. But if you're going to use ska/punk drumming in a track that is otherwise pure black metal, than you're indeed not playing punk, you're playing black metal.
