They've been mentioned quite a few times over the years, actually.
It's a band formed by Chuck Schuldiner... and while it's more of a prog/power metal band, the riffs are still high quality Shuldiner riffs!
Before he died, power/prog metal was his favorite styles of music - so that's probably why.
I still need to check them out though, they've been on my list of bands to check out for a while.

Also they're more like hardcore punk then metal, even if steele himself thought so.

That's basically all the Dream Theater you could need. 00's Dream Theater is boring and pale in comparison to their 90's stuff.
I'd like to get more into Thrash metal too, so I'll give your recommendations a listen, maybe some related artists aswell.
Also, check out Exodus's first album DEFINITELY. Their second-fourth albums are also worth checking out. (Not much after that is worth looking at)
I'm not a big Exodus fan myself, but their debut album is one of the bibles of thrash and early death metal.

Sepultura was never thrash metal. They're straight up oldschool death metal.
But oldschool death metal and oldschool power metal both heavily border on thrash metal, so I guess I can see why you'd say that.
A few other bands to consider are High on Fire and Baroness. Most Mastodon fans I know have been particular fond of them two so they might be worth checking out.

Two: Check out Watchtower, a pretty tight thrash/prog band, reminiscent of Toxik or Voivod.
I wouldn't compare them to those two bands, but yeah they're pretty sick.
