Paul Heyman. Smackdown had good matches when he was Smackdown General Manager. The only bad things that happened when he was GM was Matt Hardy and Chris Benoit going to RAW. But they returned to Smackdown in 2005. Brock Lesnar's final reign as WWE champion before leaving was during the Paul Heyman era but he won the WWE Championship from Kurt Angle in an Iron man match during Stephanie McMahon's final days as Smackdown GM. And I think Roadkill & Danny Doring would be a great addition to Smackdown's Tag Team division if they sign Doring.
