You cannot be more wrong, you're even worse than the ones who define "Anime" to be Japan-exclusive cartoons.
Anime is the abbreviation of the english word "Animation". There is nothing special about it asides from that fact and that it is being used as an alternative as using the word "Cartoon" is relatively complicated to put into their language.
Cloak and dagger; let's take one example of ongoing plot which are 'cartoons' by your definition: "X-Men".
And as for 'anime' which have mostly single-episode stories are just as common: "Taiho Shichauzo" and "City Hunter". Yes, the two do have on-going plots, but they can generally be watched in no specific order yet turn out okay either way compared to more linear shows which require the viewer to watch them in a specific order.
