Your history is way off. Rurouni Kenshin and Samurai Champloo are set about 100 years apart (roughly), and are in different era's. Samurai Champloo is set in the mid to late 1700's, during the "Edo" era, at which point Japan why trying to fight against letting the Europeans into Japan. It's named the Edo era becasue that's when the balance of power shifted to Edo (Tokyo) from Osaka. Kyoto was where the Emperor lived, but since 1000 when the Warring States era began, he was a puppet of whatever Daimyo (fuedal lord) could capture the gates of the emperors palace. In 1598 a peasant who became a samurai (that was allowed at the time) called the General Nakamura managed to subjugate all of Japan, which was unheard of at the time. Petitioning the Emperor, he received the title of Kwampaku (chief civil advisor), because he could not be Shogun (Only samurai of extremely ancient bloodline could be Shogun), and builds Osaka castle, where he rules from. Two years later, Nakamura dies. Bad shit happens, country goes back to civil war. Battle of Sekigahara happens, a new Shogunate is established, which takes us up to Samurai Champloo time. Eventually beaurocracy, and corruption takes over the Shogunate, and in steps Emperor Meiji. Say "hi" to Rurouni Kenshin and The Last Samurai at this point. Emperor Meiji is young, idealistic, and not the puppet of some wannabe Shogun. While previously Japan nearly went to war just to kick the Europeans out, Emperor Meiji welcomes them in with open arms. He removes the ancient caste system and orders all samurai to give up their swords and distinctive haircut (you see it all the time in Samurai Champloo, bald on top, hair on the sides raised up into a queue). Western influences abound in Japan. They take up the clothing, the haircuts, and they repress the rampant sexuality of their culture. Japan becomes a modern wester country, but all products made there are considered cheap crap. Up until the 1950's when the company that would eventually become Sony changed that, and started making good products for cheap prices. Overnight all of Japan changed to be the same, and this is how he have modern day Japan.
