I have a small idea.

If people are found to be abusing the sort of long intro thing to get past judgement, then specific users can be set to not give out points on their flash, there would be an auto-Newgrounds Admin comment saying "VOTING FOR THIS FLASH WILL NOT GIVE YOU ANY POINTS, BE SURE TO WATCH THE WHOLE THING AND VOTE ACCORDINGLY."

It would hopefully stop the stat-whores voting shit through, I can't help but feel guilty.

Making it easier to blam and harder to protect would probably lead to the loss of quite a few great, less appreciated flash's in the vein of June Gloom, Bobbys House, Cat O' Blue, etc.

My movies usually passes with a 2.5 score and neither of the Uzi members has accounts over level 10. And there's only 14 members and only like 6 of them are active.

the rule is not "dont swap flashes," its "dont swap flashes after theyve passed judgement to something completely different. it wasn't made solely because of the barney bunch either. it was made after the user "Err0r" submitted stolen flashes then swapped them with shock pictures and malicious code in the Barney Bunch's name. that was the last straw and the rules were modified. they didnt need to be modified though, since the other change that went into effect from that incident was removing the ability for file swapped flashes to win awards. that itself pretty much eliminated the practice, they didnt really need to add a rule because there was no point to file swapping anymore if you couldnt win an award. they closed a loophole without adding any unecessary restrictions like the one you're suggesting.
i also have numerous friends who used to be in the barney bunch, and sure there were people who enjoyed the drew pickles antics (no one actually enjoyed the "hentai"), but mostly what they enjoyed was the reaction. myself included.

Something needs to change. Personally, I would like to see a set of explicitly stated rules for what is and is not acceptable content (which I have been pushing for since DFox and I had a discussion about whether ATWI80D was acceptable content). Since Wade apparently feels that certain submissions are not appropriate, those types of submissions should be explicitly defined, made flaggable, and then -- and only then -- those who submit such content should be punished.

I think that would be preferable to making rules as to how users should vote. I still say that controlling or monitoring user votes is essentially the end of the portal system. If minimum content standards need to be enacted, so be it.

But I'd very much like to hear Wade's thoughts on this. Until I do, I'm scared to vote at all, for fear that my votes will not be considered appropriate to what Wade believes is right.

But the movie passed, with a 2.12. Obviously this wasn't a marginal flash, because it passed way above the blam threshold. So, in this case I've voted to blam a flash that a significant number of Newgrounds users -- including me -- found some value in. Thus, I've gone against your original policy that flashes should not be blammed if they show value or effort.

What now? Where does the line get drawn between giving people a chance, in good faith, and living up to your expectations and blamming shitty flash movies?

the intro is nothing, its the same think that steal parts of good animations and make an animation using the stole scenes and then put a shity scene in the middle.
