Yeah, I've felt that the Flash Forum has become a lonely place for animators, myself included. With the introduction of the Art Forum it seems that most of the people who lean to the animation side of Flash have been pushed out of the Flash Forum and into Art, but that isn't a perfect fit either. Having two different forums for the two distinct aspects of Flash seems a bit much to me...
The reason there are so many different AS threads is that there are a tonne of problems, efficiency-issues, code examples, classes and general things you can do with AS, and it's very easy to discuss them (especially with the new code tags).
Compare that to animation. I'm aware that there are quite a few different ways to animate things, but it's nowhere near as accessible a topic when it comes to starting threads as coding is.
Anyway, at the end of the day - if you want the forum to be more comfortable for animators then it's up to you to start some animation threads other than "I'll pretend I want critique on my new Flash so I have a legitimate excuse to whore it out". Maybe start some discussions on how to animate something in various ways - I don't know. A lot of that kind of discussion has been vacuumed into the 'lounge, so maybe you guys should start posting new threads about that kind of thing.
Actually, that goes a little for coding too, since the forum seems to have lost most of its threads which aren't either collab-recruiting or help-desk stuff.
