Depends on the density/exact shape of the bullet. Assumedly the difference between distance on the equator and poles is negligible for this approximation, so you're looking at about 13,000km of what according to Wikipedia is 5.5 gcm^-3 in density... and that's just taking the whole thing to be a great big slab of stationary matter. Delta will probably work it out.

But with a bullet constraint, assuming an undeformable material with massive thermocapacity (I'm thinking collapsium instead) that you'd then magnetically accelerate in a huge outer space barrel to close the speed of light, that should go through. Of course it would also destroy everything on the planet's surface by blowing up the atmosphere and causing worldwide earthquakes and tsunamis.

That's still fairly irrelevant without knowledge of its shape. I'm assuming it's got some penetrating kind of design (I don't know anything about bullets :s). If it's infinitesimally thin then we're in business :p
