As far as I can see, there's actaully not much to moderate around here, I mean there hasn't really been enough activity for major bans to be served, if anything I think that about 2 or 3 names down there aren't neccesary, they're just taking up too much space. ;) Newgrundling seems to have just abandoned NG for that internet game that he loves playing.

It's not like there's a 14 mod cap at the moment, and the inactive old mods are taking up slots that could be filled by active current users. If the admins want more mods, they'll appoint more mods on top of the current ones.
Now, if the moderated by: list starts to get more than 3 or 4 lines long... then it might be time to start thinking about demodding anyone who doesn't mind being demodded so that it's a bit clearer who's modding the boards, but... eh... the way it is now, it's no biggie.
