So much text to wade through, and so much to consider when you're trying to find out your personal belief on this whole issue.
Is this anti-blamming?
No, it's not. It's anti-crap. NG has always been such.
The biggest flaw with blamming is that something someone wants to blam is a viewer's personal opinion. They may find the topic offensive, or the joke trying to be portrayed as cruel or crass, where others would just chuckle and move on. Newgrounds was never a place for a provincial sort of view, viewers have to see the forest for what it is.
And, if in terms of keeping that forest a healthy entity, some plants and weeds must be pulled, be they flash or be they viewers.
There was talk of a +/- System, and initially I nodded my head, but the world is not so nice in that it falls into black and white areas. The current 0-5 system allows for a very good way to place what you believe a movie is, the more the range, the more the ability to express your opinion. Arguably, yes, you could throw in a neutral to this equation, +, O, -, I believe was what was mentioned, but I believe that a lot of the votes would tend toward the center. I cannot make that generalization about everyone, but even then that system doesn't have numbers it would work with. You're voting positive, great. How much does that raise the rating? What about neutral? It does nothing but give the score it currently has? A simple system of three has too many flaws... with the current system implemented yes there are problems, but at least they are thought into more than the others.
Of course, that range also brings into consideration those that do not care in the slightest, and that range that once helped express valid and justified views, is now just thrown to the wind and used to chip away at a submission's rating. C'est la vie. Some people have the rose-tinted glasses, others threw those glasses away in disgust years ago.
The note of the idea of having to watch the movie before voting was something I've been curious about for a long while now. I always wondered if the voting system could be on a thirty-second delay or something like that after a page loads, so that gives ample time to watch, or if not watch partially load a submission. By the time a user is able to vote, they possibly could be more likely to watch it if they normally wouldn't, etc. Of course, by the same idea, they could just load the page and alt-tab to something else they are working on, or go watch TV.
I was toying with the idea that to vote on a submission, you would need some sort of reference code, somewhat like the Portal ID but it would be containted within the flash at some point, but it would require changing the flash files after they are submitted to NG and that's just... messy.
I really have no idea when it comes to coding things, with cookies and all that, but would it be too 'out there' to suggest that when you open up the window for a submission, that some little pop-up opens that you can then vote for the movie in that? Most Flash on NG is smaller than the optimal part of the screen, a mini-vote bar wouldn't be too detrimental to the viewing experience, and would at least require users to do the bare-minimum to vote on a movie.
