Thanks to the four of you for accepting your positions! The roster has been updated, and it's official. As far as your duties, you can find them posted on the Barracks Forums, under the FAQs section. I trust you all know where to do. As for specific duties, I'm addressing them below.
That being said, its time for my:
State of the Barracks Address
I think it's important in my long absence to let everyone know who we are and where we are going. Some of you have concerns, some of you are happy, some of you don't care. Either way, you are owed a description of what plans I have to make us even a better place than we have right now.
We are strong. I know a few of you are concered about our ranks, and our membership levels. However, I'm pleased to say, even disregarding those inactive members, we are strong, and we have a regular group of people posting here. Our thread grows by many posts a day, and we are slowly creeping towards that 1,000 page mark. While post count isn't a measure of how strong a thread is, it shows exactly how many people have been a part of the Barracks and how committed they were. I used to boast that I held a good percentage of the posts here, but since my inactivities, I'm definitely not able to claim that anymore. That being said, I am glad to see as many members posting here as I do, and am proud to say we are still here after over 2 1/2 years!
We are committed. Not just to each other, but to our cause. Since the Barracks was created, we have slowly taken up the goal of being the protectors of the Portal, not just for our own selfish causes, but for the good of Newgrounds. I have personally let tons of B/P points go towards this cause, as counter-intuitive as it may seem. However, we are working every day towards a goal for a better Newgrounds, and for this I am proud.
We are confident. Our ideals have certainly come to fruition over the past few weeks, especially since Wade stepped in and started attacking the same stuff we're been fighting against for a long time. We are also confident in our newly appointed officers, our Portal Watch members, and all of our members that they will continue to protect the Portal in the best way possible.
That being said, I think one thing you can always do is improve. The Barracks certainly has room for improvement, which I have plans to take care of. So let's get right into it:
Inactivity - I understand that many of the officers (especially myself) can be inactive, and can be for a long period of time. Not only does this keep people in the dark, it can leave us without a clear leader. I have two solutions to this: clear documentation, and active leaders. The first part I am taking care of actively, by making our practices transparent and letting everyone know what the heck goes on around here. The second part I have spearheaded by appointing new officers.
Recruitment - I know some people have concerns that we are not recruiting enough. Traditionally, we have never had to recruit actively, as most came to us. This is partially cut down by the fact that the "Elite Guard" ranks have changed, so noone knows exactly what we are anymore. I am trying to change that with the documentation I have made up. However, I think another answer is that we are not in strong contact with our allies, traditionally our strongest sources of members. That is why I am appointing fresh Laisons for our allies and reaching out to them to extend our help. The stronger each of us are, the stronger we are together.
Portal Threats - The Portal isn't the same as it was a long time ago...spammers have much more power than ever, and Newgrounds still does not seem to care about what actually ends up on the Portal, just as long as they get their B/P point. We need to combat this more, and work with Wade's new Portal Watch to keep this strong. As four of our members are on the Portal Watch, we are in a strong position to help the Portal more actively than ever. Please make sure to keep your eyes on the Portal and alert the watches of any malicious flash you find. We can turn the tables for good!
Ideals - Lastly, we need to make sure we are strong to our ideals. We cannot afford to let spammers take our votes away from fair voting and let us question our ideals. It is clear that Wade and the rest of the NG Admins don't tolerate spamming and mass-voting, and neither do we. I am committed to this goal, and plan on doing so until things are different, and those votes are back in the hands of those that are fair voters. Let us fight until the end!
Lastly, all of these goals are tied into my last point: we need to cement who we are to ourselves and the rest of Newgrounds. I have written the Barracks Manifesto to this effect. It is long, but it says exactly who we are, where we came from, what we stand for, and where we are going. A lot of what I said here comes directly from that, and I hope that you all read it. It'll make no question of what the Barracks is, and it is somethign we can all stand behind. It's located on our forums here:

Great post Eagle! I really am liking these "State of the Barracks" addresses. I'd like to do the same thing for the Newgrounds Department of Defense. I was thinking of starting something similar, but not quite as intense-sounding. More like a "State of the Portal," but never really got around to it.
Anyway, even at my job I've found some time for Newgrounds (as terrible as it may seem) but hey, I like the site, and anyone here understands that they'll try to get on from anywhere. I've picked up almost 75 B/Ps here, and passed my 3,000 Blam mark while I've been here, so it can't be all that bad.
I've also been working on my NGDD report - it will definitely be ready for tomorrow evening.

Yesterday was very even for me in the way of B/P. I ended up getting 25 Blams and 27 Saves for the day, but for the majority of the day my gains were actually dead even, as I showed EagleRock at one point over AIM.
I don't know if this is just coincidence or what, but I'm hoping that things are beginning to turn in the portal. Even Wade said to me the other day that he's much more pleased with they way people are voting at the moment. So I think that we in the EGB can give ourselves a little pat on the back for pioneering our fair voting ideals, as it seems that finally the word is spreading.

For the past couple of weeks now my B/P has been much more even and its a nice feeling. Ever since Wade's first thread there has been a change in the portal ( for the better) and hopefully this will keep changing for the better.

Whiny my ass...it wasn't whiny. I just wished the latency wasn't so bad "across the pond." I'm willing to do another podcast, but it does take quite a bit of work to edit the podcast and clean it up. I'm willing to do it though, especially since now would be a great time to do so.

I'm glad to hear! I know it's tough doing what you're doing, which is why I want to make it clear that we're hear to help.

That's great! Remember, I'm not asking for more than a simple two or three line update, but anything you report will be perfect. I just want to make sure we keep constant communications between both groups, that we make each other aware of our current events, and keep ties strong where they might have slacked.

I think it is, slowly but surely. The more we work towards this goal, and the more we work with Wade's Portal Watch, I think the better we'll be. Keep up the good work all!

That's the hope. At least, once this page moves on, I think the Barracks Manifesto will do a great job of it as well, and is a quick, easy, one-link explanation of our intentions.
That being said, I did have one or two things to add to my address, as I was getting quite tired at the end and actually forgot to mention some things, which I'll do real quick here:
Officer Activity - Some people were concerned about the activity of some of the officers, even of some of my new appointees. First off, everyone has lives, and I'm not criticizing anyone of being inactive. However, I don't think that inactivity is the case with most of the officers. I know that a lot of you in fact lurk and are around all the time. Unfortunately, lurking doesn't let the members know you're around. Basically, the solution here is an occasional post (even once a week) to let the Barracks know you are indeed around and not AWOL. I'd encourage the officers to "stop in" the Barracks every now and then just so there's no question.
Barracks Clean-up - This last point isn't really about others, but more about what I intend to do. I think we can "spruce things up" around here, specifically the forums. While they are fine right now, I want to really revamp how the forums are structured and make it easier to know where to put things, and have more functionality and security. I am considering doing this by either revamping the current system, or by making a new forum altogether. If I did make a new forum, I would probably host it on my own server and build the forums off of phpBB, which I have had much success with (even professionally). I'd like some discussion as to whether we should stay where we are or if we should move on to another forum.

Ha, somehow I suspect I fall into that category a lot of the time... and as you say, I'm not usually inactive (and if I am I try to make it known that I will be and for how long), rather I tend to lurk rather than post (and always have done), and often I don't find the time/enthusiasm to say something. Rest assured I am around almost every day, and often for large parts of it, ready to jump in if needed.

Forum activity is very sporadic, though they do serve a useful function. A bit of a clean up would be nice in there, though what we have now is adequate for our purposes. Would just be nice to have something a bit prettier, and also being on the invisionfree thing we do tend to get a bit of spam (which myself and the other moderators do our best to cleanup)!
As for the rest of your state of the Baracks address, I like what I have read, and fully support all of the officer appointments- one of the best features of this group is the reward for being an active and trustworthy member, and I remember well how honoured I was to be asked to become an officer here. I hope all those who have been asked enjoy their new roles, and those that haven't see it as a spur to greater things here and in the portal in the hope of becoming officers in the future.

You're one of our longest-standing members, and I entrust you to the role. Take all the time you need, as you can't rush important stuff like this. Hopefully I can get some fix for the forums soon, so you have a proper location for it.

I know this to be true, of course. I just want to make sure everyone else knows. That was my only point :-) You'll notice I certain officers didn't get swapped, yours included. That means I still trust you are fully capable of the role. :-) Thanks for the post!

The sporadic activity is what concerns me the most. I would prefer the members to go on the forums more often, but I feel like I need to meet them half-way. Therefore, I have the following plans for the Barracks Forums:
- Host them from my own server, so we do not lose posts anymore like we did in the past
- Use phpBB, which in my experience, is the best forums to use for our purposes
- Make the forums pretty with a nice black-and-orange theme to complement Newgrounds
- Create incentives for posting, including fun and interesting post-ranks, and rewards for member interaction
- Secure the forums from spammer threats and create a secure forums for Barracks discussions
- Create a "Records Room" like we had in the past, for all Barracks knowledge (including the roster updates, hall-of-fame articles, etc.)
I've done stuff like this before, so I think it'll turn out well. I plan on creating the virtual machine on y new server to host the forums soon. My server setup is quite professional, so, disbarring power loss/ISP outage, we should expect nominal downtimes. Here are the uptimes for my two current servers:

Are you kidding? It's probably easier than it ever has been in the past now. More and more people are joining the site every day. Compared to 4 or 5 years ago I'd say the flow of flashes into the Portal is at it's highest within the past couple of months. Although I could be wrong.

I don't think it was ever EASY to get to EGSC, but I assume your point is more along the lines of the fact that it's more difficult to attain B/P right now than it used to be, back in the day. I'd have to agree with you there.

Also, dunno if anybody saw, but some kid just submitted 2 'Ronald McDonald day' flashes, both of which were blammed very fast. Those guys are kinda pathetic... they should probably just give up :)

Or they could create a B/P level between Commander and Supreme Commander or between General and Commander. The percentage bonus is quite big between them, so it would be nice if they separated the gaps.

I am trying to keep a 35 B/P per day pace. They are usually even in Blams and saves, but sometimes I get more Blams. It's weird, my B/P difference is 1.318.

But the problem is that there's also a lot of spam. Even if there are more flashes, it's still hard to get to EGSC voting fair nowadays. Still, I'll get there in... 2 years or so.

How do you find the time to write all those things?
I can actually write this stuff rather quickly. The Barracks Manifesto, for example, took me about 30 minutes of actual sit-down typing. Granted, I was doing other stuff at the time, so it took me about 2 hours total, on and off. Like I said, most of this is actually just writing down on paper what was already fleshed out, so it comes easily to me. Grad school groomed me well for writing exorbitant amounts of text in relatively short amounts of time. :-)

I disagree. In my heyday of B/Ping, star-pacing was easy. Of course, it depended on how fair your voting was...
But the problem is that there's also a lot of spam. Even if there are more flashes, it's still hard to get to EGSC voting fair nowadays. Still, I'll get there in... 2 years or so.
The Portal is slower than in, say, 2005, but it is much harder voting fair, too. I can only gross 50-60 B/P a day where I used to make 150-160 a day (for roughly the same amount of time on the Portal).

Thanks for your application, Private! However, I am afraid you do not qualify for membership. Being a member requires a bare minimum of 50 non-spamlike posts on the BBS. I'm keeping the DEFCON where it is (DEFCON 3), becuase the Portal has slowed down again. We saw a good amount of action this afternoon and evening, but that wave has waned. However, let's keep vigilent and check for any malicious threats on the Portal tonight. I've seen quite a few stolen flash out there, so keep your eyes peeled!

Today has been an eventful day I suppose. I got up, went to school, played with a rubber chicken after school with friends, and came home. It was my mom's 50th birthday today, so me and the rest of my family really spent most of today together.
I should be a lot more active once school gets out next week. I vacation from May 30th-June 9th, but after that the only thing that will keep me off Newgrounds is work and friends. So I should be able to do a lot more stuff for the Barracks around that time. Also, I'd like to congratulate EagleRock on successfully joining the Portal Guard! That makes 5 members in the EGB who have been honored to join Wade's prestige organization! :3

Well sorry for the inactivity on this extremely busy day, I had an hour of chem tutoring because I have a huge test tomorrow, and then immidiately after, I had an hour of math tutoring. So yeah school keeps me unfortunately busy these days.

EagleRock man, I'm totally lovin the SBA (state of the barracks address for all you acronym challenged numbskulls). I believe it lays an unyielding foundation on which to build our unstoppable cause: the improvement of the flash portal. Again I really appreciate all the effort you put into this place, and I'm sure everyone else does as well!
Reviving the podcast sounds like a great idea! I like the sound of that and I think it would be a more personal way to solve problems or ask questions that kind of thing. So yeah I'd like to help out in anyway possible with that just let me know what I can do to help!
Again EagleRock your dedication to this place truly amazes me, the forum (which I hope is under construction) sounds like a wonderful plan. I have a feeling that this will be a huge success and will be nice and organized.

I've just started my shift on the portal, and a bit later on (after I've done a bit of work on my university applications), I'll have a look at drafting up a preliminary new format for a TWO-POST ROSTER!
Don't get too excited though - the roster on Tuesday will be the same as it was this past week, as it's Joshiwa's duty this week. I'm hoping to reveal my grand expansion the week after, though (5/27), so make sure you're watching for the roster carefully, and keep giving me ideas!

Sorry Safety Patrolman, but the requirements to join the EGB are the rank of Private, which equates to 2,500 B/P points.
Once you reach the rank of Portal Security, you can apply to join the NGPD, and from there, if you have a genuine interest in joining us, you can join the EGB as a Guardsman.

Newgrounds Department of Defense Report - Week 1, Friday, May 16, 2008
Introduction
This will be the first of a weekly report coming from what I have seen in and around the Newgrounds Department of Defense during my time periods there. Sometimes they will be long, sometimes short, but either way I plan on bringing both us and the EGB closer. I would also like to extend an official "Thank You" to EagleRock for giving me this important duty.
A Quick History of the Newgrounds Department of Defense
I will start off with the information about the NGDD that some of you may not know, or may not have caught up with as being EGB members. This isn't so much meant to be a full history of the NGDD, but an update since we rebuilt the NGDD a couple of months ago. In December 2007 we did an "NGDD facelift" after Phantom had left us and we were leaderless. The new leader for the time being became Cole, and I became the Second-in-Command as well as an Admin. During this "facelift" period we created newer requirements so that more members could apply, as well as a new ranking system based on XR (Experience Ranks). The transformation from the old NGDD to the newer one was smooth and went very well for a couple of months.
Admins/Department Heads
I wanted here to introduce to all of you each of our Department names as well as the NG member who is the Head of the Department. We do things differently from the EGB, as most of you know, and I'll explain as I go along.

As you can see from the list (I apologize for how sloppy it looks but I'm in somewhat of a rush) the members are some of the best and most qualified for their positions. If any of you would like to see our NGDD user with all of the information, you can find it

Current Status:
Currently the NGDD is not in too bad of shape. We have had a boom in members in the past couple of weeks, and even picked up two new Audio Department members. Our only main problem up to date is the lack of an Audio Department Head. Other than that we have the usual problems with members constantly leaving or going inactive, but nothing out of the ordinary going wrong.
I apologize for the sloppiness of this report, but the next one will be much better because I will not be in as much of a rush to go somewhere. I promised a first report tonight to you all though, so I did not want to go from my word. If I've missed anything important feel free to contact me via PM and I'll get back to you instantly.

I have to say, you've done an excellent job with this. That was most enlightening for me, as I'm not particularly knowledgeable about the NGDD. Looks like you're going to do very well indeed in your new officer role.
