DEFCON Update:
FINALLY the Portal has increased its rate of speed to something more indicative of DEFCON 3. For that, the DEFCON has been raised from DEFCON 4 to DEFCON 3. Hopefully this will be an ongoing trend and not a burst of flash.

Yeah well...it's just now showing a steady increase. I don't really take bursts of action into account when determining the DEFCON. The DEFCON takes into account the probability of things happening out of the normal level.
For instance, DEFCON 5 is a situation where NOTHING is expected to happen. It is truly peacetime. Therefore, it is very hard for me to move to DEFCON 5, as there are always threats on the Portal. However, if the UJ flash are minimal or nonexistant and there are no upcoming threats, it is applicable to the current Portal condition.
DEFCON 4 is similar, but takes into account the possibility of attacks that are either unexpected or unconfirmed attacks. An occasional surge of Portal activity or an occasional attack are normal in DEFCON 4.
DEFCON 3 represents more activity and/or a higher chance of attack. Steady Portal flow is expected or a higher chance of attack. A move to DEFCON 3 from DEFCON 4 would happen if the Portal speeds up or occasional but peristant attacks on the Portal happen.
DEFCON 2 indicates an unusually high level of activity or confirmed attacks. A day such as Dreg Day is an example of this, as it is an announced attack on the Portal which will comprimise security without heavy Elite Guard response. Also, if the Portal shows an unusually high rate, this shows a move to DEFCON 2 is necessary due to the high maintenance condition of the Portal.
DEFCON 1 is the ultimate level of action which is reserved for extreme attacks or Portal activities, such as Clock Day. The Portal is in a state of chaos that requires as much help as possible from everyone available. This is a rare Portal state just like DEFCON 5 and represents the opposite extreme.
As you can see, these level do indeed take the occasional lulls or attacks into account, which shows my delay in changing the DEFCON despite a shift in action. Since the DEFCON is a proactive system, I can delay movement from one level to another as these occasional shifts are taken into account. However, steady movement, like now, indicates a necessary change in the DEFCON.
