What a lot of people forget is that the average voting power of B/P'ers is not 1, and that your effect on a flash is based more on the average VP of everyone involved. If you're not over the average, you're vote, in terms of effect, is actually less than 1. And even if you're over it, it's not as much as you might think.
For example, my Vote Power is 8.73. This does not mean that my vote counts 8.73 times more than the average B/P'er. Let's assume the average Vote Power is 5 (a reasonable guess, as you can reach 5 very easily). My vote is not even worth double in terms of actual effect. A person with 20 would be powerful, indeed, but just four average B/P'ers could cancel him or her out (and it's not like such high VP'ers would be running around willy-nilly).
A Vote Power of 20 would be very high, but the people earning it would deserve it. It's not like a spammer group could reach this hypothetical ultimate rank in a month...or a year...or likely two years. I've been more-or-less consistent with 100+ a day for nearly a year, and I'm not at EGSC yet. I doubt any casual prick would have the tolerance to surpass people like Denvish and ramagi.
Not to mention only the level 30 (or 60) user could have the max base VP of 10.00. Let's face it, no mere spammer is going to pass Pimp anytime soon.
Plus, with such a long time required for the ultimate rank, if the person WAS trouble and breaking the rules, it'd be very likely spotted before going anywhere
It's a nifty thought, anyway. Probably won't happen, but it's nifty to dream about.
