I still think that the DEFCON system will be able to take care of these situations. Well, using these stats, I'd tentatively say anyone with over 8.00 votes qualifies as the Elite Guard Special Forces member. However, like I said earlier, ideas are good.

Considering the recent BB fileswap attacks, we must try our best to defend the portal and prevent their fileswaps from coming in. I posted a warning here last night saying that the moive "curious" was a BB fileswap. I also attempted to flag it with Police Captain K-Pung. However, we did not enough support as it passed the judgement anyway. As Elite Guards, we have the duty to keep the portal away from BB filesawp attacks. I have got an idea, and I want to share it with you guys. We are in the EG Barracks, so we should take united actions. Once the first person reports for BB fileswapping, please whistle on it as soon as possible. It only takes 4 silver whistle to get the job done. In addition, once there is a BB fileswapping alert, I will inform the NG Polite Headquaters immediately so that we can get some whistles from them. If we take united actions, there is no way that BB fileswappers will sneak in. I know that it is quite similar to the way what the Blam Club used to, but sir, for the safety of the portal, please consider my suggestion.

You do make a point, sir. However, I have a problem with pre-fileswap attacks. General nimmer did mention that it is dangerous, as judgements are not always perfect. I would have to agree with the General, as it does put potentially innocent flash in jeopardy

It is a just suggestion, sir, but there is one problem. Consider how the administrators will handle the situation when they see the flash? As it will be put under administrative review pre-fileswap, there is no evidence of a fileswap. The admins will see a flash that is not breaking any rules, yet is whistled. The probably result will be that the flash makes it in anyway and the whistleblowers get negative whistle points.

The only way this is pheasable is with Wade Fulp's support. Before I accept the idea, I will have to hear from Wade Fulp that this is an acceptable use of the whistle.

Perhaps this is where my idea comes in? The artillery should be called in for this single flash as the only failsafe we currently have.

I still think that the DEFCON is sufficient for the cause. Those that are high enough in voting power got their power for a reason...they vote of flash. If they see under judgement flash, they vote on it. "Calling in the artillery" is not necessary because if someone in that group is online, they will vote on the flash anyway. They are Elite Guard members and don't need to be told that there are UJ flash on the Portal. At the very least, if it is not fully apparent on the Portal itself, they will have the abliity to check the DEFCON and see if any potential threats are there.

also the reviews. if you look at them, they start at very good reviews, then turn to 0's and some pretty bad reviews. but you'll know it's a fileswap before you see the reviews.

If you mean what a fileswap IS, it's as simple as it sounds: a flash where the file is swapped post-judgement. Sometimes this is legitimate: an author has updated their work and, rather than re-submitting, just changes out the file. However the Barney Bunch (and a few other small offenders) exploits this to get a decent file through judgement (whether made on their own, or a stolen .swf) and then swaps it with something like Rugrats cartoon porn, or the recent malicious pop-up flashes.
There are a few signs that a flash MAY be a fileswap:

-The author has not submitted anything before, and yet submits a quality flash
-No profile
-The author has a profile, but the sign-up date is the same day as the submission, or very recent
-Favorable reviews for past BB flashes
-No e-mail address

Now, these should not by the basis of an instant zero vote or a whistle. But it SHOULD raise your own alertness. If something meets all or most of these criteria, consider asking Barracks members about this. However, remember that not every first-time submitter with a good flash stole it, and not every person who reviews a BB flash favorably is a member. These are merely a few warning signs.
That's kind of why I think a list of flashes fileswapped in the past would be a good idea...possible prevention against fileswaps, stealing, and re-submits.

The current DEFCON is DEFCON 3. The Portal is currently stretching this, as it is very active right now. However, it will remain at DEFCON 3 until further notice. If the Portal becomes more volatile, a change will be warranted.

The websites use will be to record statistics, so yes Member lists and VP lists that have been posted in this thread will all be added. So, there will be a current member list, as well as track backs to previous member lists.
