Your prayers have been answered: it's stolen from Space Goofs, which is an obscure French animated show and I say this not because I know the show, except I know the show from the fact that Xilam worked on Oggy and the Cockroaches and let's say I thought about looking at the Wikipedia around and bam, here we are.
But I don't know the episode it's taken from, so safest bet it's stolen from the show.
