However, given that the OP also posted stolen artwork and that the original video is months old, it's incredibly likely that the submission is stolen.
I will say that in my personal opinion, saying "as stated by the author in the description" shouldn't be used as the main evidence of something being stolen unless it's a link to stolen audio. I've seen submissions giving credit where credit is due in the description while still being its own original work, and there can always be translation/grammar mistakes and such. It's always important to try and find the original source!
