from discussions with exedor, this is a direction that I would love to see newgrounds go in in the upcoming days or months. Maybe it could be set as the unofficial standard that things that fall under a certain level of rule break cannot be or maybe recommended to not be removed for a day or 2 to allow them to die naturally
and then to prevent abuse of such a system the upload number per day or week be assessed again
this would work primarily for the movies and games portal but it would absolutely not work for instance for the audio portal
I also know (and agree) that this kind of idea will not sit well with individuals that are trying to increase their whistle colour

It is more energy intensive to deal with, because there are so many bad actors.

No animation production whatsoever; just music set to a still image. Seen this kind of thing reported within the past, so hopefully I'm covering this one right. As for the song itself... have you ever seen the Angry Video Game Nerd episode where he covers the Bram Stoker Dracula game on the NES? His reaction when he listens to the music in that game is exactly what is happening to me checking this submission out.
Recorded gameplay footage. Tried looking into confirming what the game is - of course I googled Plasmatron - but haven't come across anything. If it's a game the user themselves made,as hinted in their profile, this isn't the right format to show it off in... as described within the Movie Guidelines.

I don't know about this... These submissions rub me the wrong way, considering the "Zordon" of the team is just... well... Sigh, I didn't go through the entire thing, it doesn't break any rules in the 230 seconds that I watched and it seemed to even have a really positive upswing around that mark

I have been pinged. If the primary focus of the submission is made using assets not made by the uploader, then it is violating the Art Portal Submission guidelines.
As Bluemonday said this thread is primarily for games and movies, for Art Portal submissions all you gotta do is flag a questionable submission and the Art Moderation Team will get to it.

There's nothing stopping you from doing it. Long before I became a Mod, I would contact YT'ers on a very regular basis to ask them if they had submitted their content to NG. Probably a good 90% of them said NO, actually most of them had no idea what NG was, anyway that made reporting stuff so much easier. Getting proof of ownership is as easy as asking one simple question & nothing beats watertight proof.

that and it's a small community where we' only face roughly 40 to 80 submissions a day in each portal, which is a manageable allotment for an intermediate user to go over regularly. Youtube on the other hand 3.7 million/day or Twitter is upwards of 500 million/day

You're not really asking them to prove their identity, all your doing is asking if they submitted their stuff to Newgrounds.
I would simply ask, 'Hi there, I recently watched this on Newgrounds & was wondering if you submitted it, if not someone has stolen your stuff & posted it on NG'. They'll either say it was them or it was stolen.
You can tell them, if it was stolen, to make an NG account & post about it here, including links to the original etc. It doesn't hurt to spread some Mayo on it, tell them you hate people stealing & getting credit where it's not deserved. Trust me it works.
