Not a valid report, it's pretty obvious that they're both made by the same people. Their profile has a TikTok link TO said account, plus they both link to the same cardd page, which includes the very same NG account, so it's not a hard idea to buy the idea that they're the same. Besides, this submission violates the guidelines because they're using a copyrighted song from Greasers. The hint is the lip-syncing and lots of TikTok videos do that to copyrighted songs.

the improper rating rule is to catch people that under rate items and then have the rating changed

I recall that this was uploaded a while back by somebody else, so this is a repeating case. Submission is a stolen flash made by HTwins that goes by the same name elsewhere.
