The user who submitted it also just signed up today, so chances of them being aware of this policy is slim-to-nill. The mods don't really like that kind of business because that's their job, a light hearted heads up is alright but to go about and explain to them rules and regs is another
Usually, you may want to just flag the item and then in your flag description describe what you would like to see as the outcome of the flag to be, and if a mod agrees then they can reach out and assist the user
