To clarify, tutorial movies are allowed. Teaching and inspiring people to create their own content has been central to Newgrounds since the beginning. Tutorial games, where someone submits something easily created thru a tutorial or code cut & paste, are not allowed.

But how is this whistle exactly not warranted? Why should viewers want to view something Rated E by viewing Rated M submissions? If I want to see only Rated M submissions, I EXPECT the content to contain one of the following stuff: Some nudity, lots of violence, lots of explict audio and text, or lots of adult themes. There's barely any reason why it should be Rated M because it lacks nudity, there's no violence in it, no explict audio OR text, and the animation in question doesn't have any adult themes. The improper rating catergory is meant to prevent people from misusing the rating catergory by failing to pick the proper labels for it.
But because of my curiosity, what is considered exactly adult themes by the mods, because it's like one of the more vague-r descriptors and my knowledge on it is VERY limited, considering that the majority of improper ratings in my experience are cases of sexual content and explict text/audio, and there's not much explanation of it aside from one BBS topic about it in August 2022 and none of the answers are from the actual mods themselves and what is considered adult is ridiciously varied by every culture out there, like homosexuality, because in Russia, that's FOR adults only.

to be clear the rule for (Make sure your submission has been properly rated) should/CAN apply here but its use of that rule is 99% for content that is underrated, instead of over-rating of content. I have never flagged a piece because of over-rating of material, it's usually a funny troll thing that comes by every few months, and it's always something stupid but passable at the end of the day, the only people that complain are usually sticklers about the purism of an age rating scheme
nothing against it, nothing for it, but it is funny to see something stupid show up as a top-tier rated piece that is only there to make people upsetty spaghetti who then by their own admission tell the rest of the world that they like to venture into the hole filling categories of Newgrounds
