I think he's talking about games made in GB Studio. They're Gameboy ROMs, but most of the time these ROMs are the uploaders' original work.
I found a speedpaint video in the portal, which violates the movie guidelines, since it clearly says 'do not submit speedpaint / art timelapse videos.'

Say Exedor, do people get whistle points if they report stuff manually, or only, if they report it to the Elite Guard Barracks? I guess it just has a higher chance of moderators seeing the reported submissions, if one sends the links here. Anyways, I have reported at least 10 things rightfully, but I still have a normal whistle. Why?

Posting here doesn't actually net any whistle (report) points. Personally, I like to post in this thread when I see particularly egregious violations of the rules (mostly those that are blatantly stolen), as well as some of the more silly rule violations I find.
The only ways to actually earn whistle points would be accurately flagging submissions and reviews.

If you're flagging correctly there's nothing to worry about. An incorrect flag also counts negatively toward your score, so be careful about what you're flagging and why.
Whistle points aren't publicly visible, but the system does work. It just takes time.

It doesn't matter about where you get the link, time frame, where you post about it, if it's 2000 people flagging a single item or you alone
If you flag an item, and the flag is accepted as correct by a mod because it violates newgrounds rules, then you get positive whistle points

The flag choice doesn't matter, unless you're way off. Just leave a comment rather than leaving that part blank, and you'll be fine. The exception is "stolen."
