Yes, because the whole "movie" is watching some kid basically draw and edit a picture live. There aren't anything that would make this an exception, mainly who uploaded it, so reporting it as spam shouldn't be a problem.

I think he's talking about games made in GB Studio. They're Gameboy ROMs, but most of the time these ROMs are the uploaders' original work.
I found a speedpaint video in the portal, which violates the movie guidelines, since it clearly says 'do not submit speedpaint / art timelapse videos.'
