sort of... its a really low animation.. it's much much more voice acting and the slide show style that features the characters is kind of needed because otherwise, the voices would sound weird and alien when it comes to just random people talking about jojo stands and stuff

both do, although there has been a sharp decrese in the number of violators with comments as those get sifted through a lot, the violators are usually banned from commenting and then they leave and stuff...
otherwise, the "under judgment" section in the portal is usually ripe with things to get flagged as these are usually people that have created fresh accounts to upload a thing that they believe has some merit for content's sake.
99% of the things that come through this thread are about the under judgment section and people violating the rules
this audio should be in the audio portal and then the gentlemen over there can tell the uploader when at they think and believe when it comes to the audio package

it crosses the line for me because the animation loop is around 7 frames of the character bopping back and forth and then over 2 minutes of the audio plus what looks like he used a youtube video software or something "Youcut video editor" to rip what I "believe" is the audio from youtube when I'm more than certain you can simply download the exact song from newgrounds?

To be clear, reporting things does nothing. Flagging items is what affects things. Be sure you flag whatever is necessary, whether game, movie, review, whatever.
Incredibly generous to call this animation, the only part that moved was their hands. Audio obviously not theirs.
