I talked to Tom Fulp about GoldenClock's stuff being deleted last year. He couldn't help me with anything since it had all been deleted before I noticed it. I just want to put our stuff back up. I don't want it to be forgotten.

Okay, this is an interesting one. So this is based on the first episode of the anime Initial D. Half of the episode is created by the uploader (the 3D portion) while the other half are scenes from the original anime (the 2D portion). The uploader has already mentioned that Youtube took it down for copyright so I'm not sure if the same should happen here or not. I'll let the mods figure this one out.

Live action videos are allowed, although it's a bit more complicated then just uploading an animation. In the Newgrounds wiki it says: "Our focus is on animation. If you want to try live action here, it must be a short film with legit production value and preferably some animation component done in post production."

Live action videos are evaluated on a case-by-case basis. Generally, if there's animation it's allowed in the portal. There is some in that video.
