Votes for all submissions were reset in September 2018. See this news post for more details on how and why that happened.
So there are a shit ton of submissions with very low or very high scores as a result.
That submission (probably barely) passed judgment in 2013, and then had its score reset after the voting system overhaul. After that, some others found it and voted 0 or 1, so the score is super low while still being alive in the portal.

They're straight up tutorials, and so they have been removed. It's more likely that it's a class/friends submitting at the same time. Still removed tho. :)

No reason it can't, it's just very unlikely.
Doubly so because, as Exedor just implied, people will pile on with zeroes to get the blam point rather than fairly judging the thing, though granted there's as slim a chance it deserves a closer look anyway.

I believe @ducclysmarto is an alt or a friend from @ducclydumbo
Maybe Ducclysmarto somehow found ducclydumbo and noticed they were named pretty similarly, so they claimed they weren't Marto? They joined 3 days apart from each other though, it's anyone's guess as to what's going on.
