Basically, the judgement is based on the appearance of the character and not on any age listed anywhere. With the influx of new users on Newgrounds because of the recent Youtube shenanigans, there's a lot more stuff being uploaded every day, and that means more people who don't bother to read the rules to see what's allowed on the portals.
Looks like there's a lot of stuff to dig through, this uses Cartoon Network clips, and possibly copyrighted music, but I'm not good with music.

Nope. The only 'stolen' audio that matters is Audio Portal submissions. Animating audio from various sources is ok.

Another curious question about nudity on NG. Unless I am blind, or my reading comprehension is failing (both are very possible), it's not super clear what should be just Mature and what should be Adult. I would personally assume that the full view of any genitals regardless of their arousal status would be considered Adult ("Lots of Nudity"), but this piece here (and several others featuring only female vaginal nudity) is only marked Mature. Can I get a clarification on this, please? I haven't flagged it because I don't know.

As it features lots of Nudity, it should be A rated as it is. Anytime you see a submission in the Movie / Game / Art portals improperly rated, leave a flag noting that the rating needs to be changed. Leaving a review stating the rating needs to be changed will be deleted as it is rulebreaking.
