. The uploader's username doesn't match the watermark, and the art style of their art portal submission (stickmen) is a far cry from animated furry porn.
I don't have a direct link to either full source, but the watermark and contents match the FA user's content. I took a quick look around submissions and scraps but I think they were linked out commissions (which are on the site somewhere).
I have a feeling “furry inflation fetish” doesn’t count as T rated.

Hi there! I’ll refer you to the recruitment officer Sgt. @ADR3-N, but in the meantime take a look into the details of the EGB ROTC Program.
Minimum Requirements for Entry into the ROTC program:
1. A Blam/Protect rank of "Portal Security" or above (400 B/P minimum).
2. Normal Whistle status (Bronze would be nice).
3. Sufficient posting quality (minimal one-liners, intelligent posts that contribute to threads, etc).
4. Sufficient review quality (helpful and civil, with constructive criticism, regardless of the flash or author).
5. No outstanding bans or recent disreputable behavior.
6. No zero-effort flashes (static images, single frames, tiny loops, etc).
Basically the EGB encourages its membership to be active, positive contributors to Newgrounds.

As @Peregrinus mentioned, the requirements are as follows.

Currently you're sitting at 11 B/P. Spend some time voting in UJ (fairly) and it shouldn't take very long to climb up the ranks. Note @Guthrie occasionally manages 1,000 in a month. You may appreciate Portal Guard 3.

Normal whistle is fine for the ROTC program, but you will want to work toward silver during your enrollment.

@UsernameNotTaken1, so far, you need 389 more B/P to qualify for the EGB, as well as some additional posts and reviews if you want to wear the uniform. Just because you don't qualify doesn't mean you can't come back and drop reports at the front desk in the meantime. None of us made the cut when we started out, so don't be discouraged; get back out there and give 'em hell!

It is very likely that the submission will be blammed. I'm a bit confused why you posted your submission here. There's no need to do so because (as far as I can tell) it doesn't break any rules. I feel like this would be okay if they didn't use the actual footage and tried to do something new with it and actually animate it. One thing I've been thinking about is: who are we to decide what counts as quality and what doesn't? Is it just a matter of effort shown. I mean, this would actually be kind of funny if it was edited better and animated. Though nevermind me, I'm not a member of the EGB.

No, it doesn't work for me either. I just get a screen that tells me that the game is trying to "flush cache and force reload".
The only positive review on the game was left by an account that was just created today. So, it was probably created within the last hour or so, depending on time zones. I think it's an alt made by the author to leave a positive review to make it sound like the game actually works for someone.

Well, summer is almost over, and I miss it already. In a few days I will have to deal with moms in SUVs and fleets of orange school buses clogging up the local roads as I try to wind my way to my client's offices in the morning. I have to be careful when I leave - a few minutes too late and I'll get stuck behind a local bus that stops on every corner to pick up one kid who was waiting in their mom's car because god forbid a 10 year old could actually wait outside for the bus by themselves. It's crazy - when I was growing up, my mom made sure I was dressed appropriately for the weather, and then booted me out the door to wait on a corner two blocks away with my friends. Yes, I had to keep an eye out for the wandering mastodons, saber-tooth tigers, man-eating plants and the occasional tar-pit, but it built up character, self-esteem and a sense of responsibility. In many years of going to school, I only lost one friend to a charging herd of wild bison - I told him to get out of the way, and he insisted that if he stood perfectly still, they would run around him. But apparently, the bison didn't read that part in National Geographic, and stomped him into two dimensions. The rest of us learned that lesson, and gave those beasts wide berths.
Anyway, I digress - August was a great month for the barracks ! Peregrinus has been promoted to captain - well done, soldier! *Salutes* and many members reached some wonderful milestones. One big one for me personally is that I have reached experience level 60 - yes, over 10 years of activity finally achieved!
Let's not forget Exedor and Guthrie, who have been very active in the forums, tracking down the trash and helping others as they need it.

I am very happy with all the progress the barracks made this month, and it makes me proud to serve with such a fine group of users who really are important to keeping Newgrounds a good place for all.

I support this application. TGT has shown good strides towards following the ethics of the EGB. He's been asking good questions when they come up, his reviews are well thought out, and he's been helping to accurately flag rule-breaking content when able.
