As for the 3 seconds of Queen's "We are the Champions"...I guess? The "X second copyright rule" is not a real thing.
The lesson learned by the submitter was that they used NG Audio Portal music, credited, on the second submission.
I've worked with companies that make / use / sell music, and they had to make sure that any copyrighted work they used that was more than 15 seconds had to (a) be identified as such and (b) pay royalties to the owner, producers, etc. However, under that time, it was considered a "demo"; and sound bites 5 seconds or less were samples that could be used freely for sound effects on a presentation or website - as long as it wasn't be sold for any profit.
For the few seconds of Queen in this submission, as long as somewhere in the credits the proper recognition is given (such as: Fair use sampling from Queen/We Are The Champions) you're okay from the MPAA. As long as it's not massed produced or sold or part of any other album, no rules are violated.
Just wanted to let you know.
Of course, one should vote fairly on the entire submission - as long as nothing else rule breaking is found.
