It's the same as when people trying to sell a product will always be kind with their customers, whether they are serious or not about buying something. If you enter a store, and see the store clerk being rude with someone in the store: even if you don't completely know what's going on, you will prefer going to another place next time you need to buy something. Or at least I would.
It's the same as when someone comes in and sees a reply like that. They may not know whats going on or whether the person who asked to join was being serious or not, but they will probably feel intimidated.
But of course, we're not trying to sell something here. And yeah, it's a pretty stupid example but it just came to my mind, lol :P

As far as post quality is concerned, you need more than one liners and can at least be mature enough not to butcher and kill the English language. I mean, I'm all for getting rid of unsuitable/stolen/malicious flashes as the next guy, and trying to stop the spammers, but by no means are we a blam club.

To further clarify, since when has any police department had a barracks? Aside from Highway Patrols. The answer is never, at least I'm not sure there are. Are you referring to what I was asking about? If so, I'm well aware of the redesign (and have long since changed my setting back to pre-redesign settings), but my questioned concerned the apparent revamping of the judgment rules that's has become noticeable only in the last couple days.
