i think he should reset it all. it would make level 9 users happier. it'd be better to make the level 30 a certain amount of exp, and anyone can get it once they pass that mark.
It was set up as a dynamic system to constantly give people the ability to gain a level ... unlike BPs. At the time, I'm sure 30k seemed insurmountable, but the creation of the new point system changed all that. It's unlikely that after all this time, levels will undergo such a dramatic change as switching over to a flat rate.
If any change is going to occur, it would most likely be in adding a few middling ranks to the BPs, which would push the requirements for the higher ranks up, and change the VP% scaling. Beyond that, there's not much that's feasible without a complete overhaul of a system that's worked fine up until now.
better yet, add more levels :)

Levels are arbitrary markpoints that have absolutely no bearing on NG. Trying for a new level keeps people motivated by giving them short term goals to attempt to achieve. Gaining a level does nothing but give you a new BBS icon. Consider the following:
When you are born, your parents are 20.
When you are 5, your parents are 25, and you are 20% of your parents' age.
When you are 10, they are 30, you are 33% of their age.
When you are 20, you are 50% of their age.
When you are 40 you are 67% of their age.
When you are 60, you are 75% of their age.
When you are 80, you are 80% of their age.
Your percentage of their age continuously increases, yet at no time are you ever closer than 20 years younger. Your daily increases in base voting power are an identical situation. You constantly increase your percentage of the level 30(s) total, but, unless they miss a deposit, you will never close the actual gap in experience points.
(Level 30 XP - 400)/21 = level split
((Target level - 9) * level split) + 400 = level requirement
More levels increases the denominator of 21, but does exactly nothing else.
