Sounds like you did all you could man. If you went up and politely asked him to turn down the music (at an unreasonable hour at that) and he refused, that's all you can do. If he's not going to be reasonable then at that point I'd say calling the police would be the best option.
I mean yeah, he might think you're a douchebag for it, but it's like...you already asked him.
I had some neighbors call the police on me for listen to music at NOON and they didn't even ask me, they just called the police...so I think you were more than reasonable with the guy. Just my 2 cents..
