No it isn't. the whistle scale is now fixed so that anyone can get a deity whistle. Otherwise whenever I would get whistle points the bar would not only go higher but I would be killing your whistle power (since the #1 user controlled the power flow back then)

Sadly you can't have it like that now that everyone has whistle fever. Everyone what Deity and they don't care what you want. If you have abusive reviews they will flag them to get whistle points toward Deity.
