Oh, that's easy, actually. The rule of thumb for the deity whistle is "noone's ever going to get it (safe for ramagi, who already has it), period". :) Frustrating but true...

I'm pretty sure you'll get it next month if you didn't this month. Actually I was just around the same exp as you at the time I think when I was able. You may have missed out by a few days of depositing.
