I use Imageready.
I use Paint to edit the image, since it's the simplest graphics software to use when making screenies, I save it as a bmp file, then I open it up in Imageready.
Then: File>Saved Optimized As
Which saves it as a gif.
Download a trial of Photoshop, it comes with Imageready and once the trial has ran out you can continue to use Imageready after, it remains 100% free.

Or you could use Paint and save the format as .png and when you're typing down the filename, add .jpg or .gif at the end of the filename. :P

When I do that, it says NG will only accept .jpeg, or .gif format images, and I've done what you said, 3 times.
