I'd argue that it's worse. With Paralysis, Pokemon like Gyarados, Weavile, or Sceptile are completely crippled.
Thunder Wave hitting Ground doesn't make sense flavor-wise, nor does it bring any balance at all.
Let's say you have a material that is not affected by electricity at all, like rubber. If you shock it with electricity, nothing happens to it, but why would an altered pulse made of the same element (electricity) all of a sudden affect it? It just doesn't make any sense at all.
Thunder Wave has always been the premier paralyzing move due to perfect accuracy. It is also notable for its extremely wide distribution, where the only con really, is that a whole type is immune. Now with that con out, Thunder Wave became the gayest move in the game. There is absolutely no reason to run Stun Spore now. The accuracy boost in Glare in 5th generation is useless too, because why use that when you get perfect Thunder Wave.
GameFreak would contradict itself if the abilities Volt Absorb or Motor Drive continue to grant immunity to Thunder Wave.
Being able to use bag items during battles is going to mess up battles big time. Competitive rules will most likely forbid the use of them, but when two friends are battling amongst each other, they'll just get frustrated battling until they agree not to use them.
