Rukkus is Nightkilla, as far as I know, so I don't think these songs are stolen.
Heck, a lot of people just go blindly reporting other users without first checking that they are the person who made the songs. This has happened with other 2 legitimate users, ThisIsTheFatRat (TheFatRat) and HolyYeah (member of the Bossfight band) because their songs were already available elsewhere. That, since Geometry Dash 1.9. Just imagine if F-777's Newgrounds account was called "JesseValentine" (F-777's real name), if that was the case, he would probably have been already reported twice here now.
I think this is stolen. His art is/was stolen, so I asked him about his music. Most real artists want to tell you all about how they made it. Not him.

That's not what I was saying - I looked through all of the users who had posted reviews on Rukkus/NK's track Fairydust and found a good number of Geometry Dash song dumpers.

Yes, but we know those people are legit now and they won't get reported.
It takes a bit of time to get in contact with them, and a bit for the word to get around that it is really them, but we figure it out quickly and know whether to ban them or not.
I took @Gragon73's advice on how to sweep, but i did it with F-777's song Sound of Infinity.

Just a warning; RobTop released a song teaser, and most people think it's MDK - Fingerbang... a song that isn't on newgrounds. Guard the recent audio section at all costs.

It isn't on Newgrounds so lots of plebs are going to try and post the song here. Tighten up the security here, especially the Recently Shared Audio. We need to make sure nobody is trying to steal it...

If the lockdown on the song has been removed, this should theoretically avert the problem. Should. There are no guarantees that it would, but it should. If they try and upload the song again, though, despite the lack of a lockdown, it's outright plagiarism and they should know better...
