If the submitted audio track contains any copyrighted backing music, it can't be uploaded.
For covers, you can cover:
- music in the public domain;
- music in creative commons; and
- music produced under a sound recording copyright (℗: such as Leonard Cohen's "Hallelujah") which protects the specific instance of music and vocals, not the lyrics and sheet music itself.
As in all things cover and remix, you need to have permission from the originator to cover/remix it. Basically anything that plays on the radio is a no-go, but more independent works or ones listed as above can with permission be hosted.
Yes, it is restrictive. This is both to protect the property of the originating artists, as well as to protect Newgrounds from potential legal action.
