Damn! I'm not the best to answer this :P But if you like Judas Priest... I could suggest you try listenning to Accept, and maybe Saxon.

I haven't heard Halford's solo stuff but if you like Rob Halford in general, you might enjoy Gamma Ray's debut album. Ralf Scheepers' vocal style is heavily inspired by Rob Halford and Heading to Tomorrow is a good album by Gamma Ray. If you happen to enjoy Gamma Ray's music in general, be sure to check out Land of the Free and Power Plant, despite the different vocalist to Ralf Scheepers.

Yes, I got it on my iTunes. I don't know if you would like it. Some are not exactly your typical cover. Some of the bands made covers but in their own genre. Like Otzepenevshiye, did a cover to a title from Nattens Madrigal, but it doesn't sound anything like the original.
Some of the tracks are great. I sill recommand you give it a listen :)
