Well, if you mean progressive rock, then yes - Most of the time it's very soft.
However, Progressive metal has taken the sub-genre to something new, most of it is still remains soft but has a very heavy-metal edge to it.

Instrumedley by Dream Theater happens to be a very interesting piece put together. Listen to it all the way through, you'll probably change your mind about it's boringness.

As for progressive's heavier stuff check out:
Timless Winter by Into Eternity
Face of Face by Edge of Sanity. (The video is an improvisation, but the song sounds very similar.)
The Dark Eternal Nights by Dream Theater, I don't really like the track, but it is a heavier song compared to some of their other stuff.
