It had very good animation, but this is newgrounds and you don't put crap like little red riding hood on newgrounds.

I sat for about 3 minutes, watching a shooting star edge slowly through the sky, and smoke coming out of a chimney. I gave up watching it. Somebody tell me, what actually was meant to be happening?
Apart from this, the style and the graphics were great.

The voice acting was poor as was the delivery of the story, I kept expecting there to be a punchline but it never came. "Surely something this cheesy is self-aware" I thought.
The narration is insulting, I'm sure your audience would realise that someone who wears a scarlet cloak is the titular character.
Great animation, art and style but the overall feel of the film made me cringe.
I think you should find somone else to perform the voice roles in future productions and consult with someone else about the script.
