Two reviews.
I'm going to give two responses here: a strictly-content review and a personal response.

Focusing solely on the content for a moment, this is just a sub-par flash. There is some animation, but nothing special. There's sound effects too, but background music would have helped too. There's nothing here that distinguishes this movie above any other violent flash on NG. Marks 4/10 overall, simply for the content.

But of course, the real topic here is the troubled teen who produced this flash, and the tragedy he inflicted at his school in Minnesota. There's a lot to be said, but I just want to reflect on one thing: how eerily similar the slaughter in this flash is to what author Jeff Wiese did when he opened fire on his classmates. Is this the flash embodiment of his desire to kill others? The faceless gunman in this flash pulls out semi-automatic weaponry, steals a police cruiser, and at the end, kills himself, all things which Jeff did on his rampage.

Who would have known all this from watching this flash when it was originally submitted? NG is full of violent movies like this, and without knowing recent events, I wouldn't have given a second-thought to it. Does that mean everyone who submits movies like this are bloodthirsty killers? Of course not. But where's the borderline? What distinguishes a kid who makes dumb violent flash for fun and one who actually goes out and performs it?

Alll I'm trying to say is, it makes you think. And the more I think about it, the more it disturbs me. There is a lot of sadness and evil in the world, and something like this really drives it home.
