The site itself updates the records at about 4-5am each morning. I find the best way to avoid a long wait is to either sleep through it or carry on with some office tasks :P

Because NG Log only works for people who log their stats on that website.

Afro_Stud has been doing a great job with this list, which has been running longer than NG Log. The rankings list on newgrounds only gives the top 50, people like Afro_Stud helped expand it.

Like Coop83 said, that site only lists those who have been signed up to that site, whereas this list includes everyone.

For example, compare the top 10 on NG Log to the top 10 on this list, then you'll notice that only five of those ten are on NG Log.
