That's true, abuse of the system is always possible by the creation of new accounts, the use of the ever so terrible proxies, etc. But there's not so much more punishment that can be given if there's always some way around a ban or reduced whistle level.
The punishment from normal to garbage is fairly large - flag one review incorrectly (the flags get cleared on it), and it takes ten correctly flagged reviews to move back to 1 flag power (normal).
But since a normal whistle is only one flag point, it isn't enough to get the review noticed for deletion (unless mods are simply checking recent reviews or reviews for the specific submission).
Even so, I would say occurances like these aren't necessarily common, it's just that since it was a review for a submission called "Stinky Boot FUCKER", and was 10/10 and positive, taken out of context it might seem a bit odd if a mod were to glance at it.
